I was trying to install SQL server 2000 standard edition on a Windows 2003 Enterprise Server and it installed correctly, however we were unable to install service pack 3. The message we got was a dialog box which said -
" Setup was unable to verify the state of te server for an upgrade. Verify the server is able to start and that you provided a valid sa password and restart setup."
Any ideas on how to get past this problem?

I'm not sure if these will fix the problem
1.There is a known issue with MS Packagers and 4 gigs of free space on the system drive. If you have exactly 4 gigs of free space or an incriment of 4 then the packager will fail to un compress.
2. Windows 2003 by default (per MS) does not install MDAC to use Named Piped connections for data access. I recently ran into an issue similar to yours that required a hot fox from MS at a clients site to allow an update. To para-phrase was they said, SQL Server wants to use NP connection by default. To do this it relies on MDAC to handle the connection.
I have the KB articles on my office PC and will try to find them soon to post.

Also I found several issues that others have had relating to network connectivity. By modifing the server alias IP to point to the localhost they were able to install the service packs. Hopefully these works for you.
