I can create a simple Drill Down with the Wizard but am not able to build one from scratch.
I setup the basic report, change the visible field to TRUE and reference the PRIOR CELL. The problem is, all the values show up when I preview the report and when I hit the + sign, it just fills in the descriptions.
Warehouse as my column (3 warehouses)
MFG as main Row
PRODUCT CATEGORY as second row
Sales as detail (summarized).

It all depends on your grouping. Modify the grouping visibility
The default visibility should be Hidden. Then check the Visibility can be toggled by another report item., then select the item you want to toggle with. I'm sure you already got this, but it just depends on the grouping.

It was all about the grouping, like you said.
My Fix:
Item was the lowest detail. I created a group for Item and hid the detail. Then used the Toggle Item property for the group above item.
