I can't seem to find Rsconfig.exe on our IIS machine. Does anyone know where this module is suppose to live? Are we suppose to insll something special to get this exe loaded onto our IIS server.

RSConfig.exe is part of Reporting Services, not IIS.

on my 2000 install its in C:\Program Files\Microsoft SQL Server\80\Tools\Binn\RSConfig.exe

The rsconfig utility are included with Administrative Tools and Utilities on Reporting Services components. You need install this component.
