I would most likely suspect just that. You might try setting the locking to page level specifically or use NOLOCK in your Report query to see if affects. However, the only way to know for sure is stop the process that handles the reporting. If you are going to run in this method you should consider a third sever for data to be imported to and use Analysis Services.
