Joe, as far as it's described it's not your problem.
The file you've got is built not according to tab-delimited text file specification.
The thing is building those files is faulty and must be fixed.
Trying to fix somebody's else file on-fly you're putting yourself in danger of being blamed for data corruption or data loss in case if you modification one day will get anything wrong.
Find a spec for tab-delimited text file and let them do their job.
