Constantly? If so look at what queries are running. You may have on or more queries do large data work and bottlenecking on the CPU. But you could also have other hardware issues as the culprit. CPU's are rarely (in all the cases I have seen) the primary issue. Also, make sure to check the event viewer and sql server logs.
