It would need to be designed into the frontend. It may be easier (and quicker) for the dba to change all the passwords. The usernames could easily be extracted from the database, and a one off change password script written.

Are you sure the Server is 'busy', or do you have a number of locks on the data? In the first case, I'm afraid you cannot do a lot, besides from optimising your queries. In the last case, you should check the locking mechanism that is used in VB for the connection.
