Horizontal partitioning is just having multiple tables each storing part of the data with a view 'merging' them.

You can, but it's not at all the same partitioning mechanisms available in the earthed product. Here's some sample code on how to set it up from Microsoft. Here's a discussion on things to take into consideration from Microsoft. It's a non-trivial problem, but, SQL Database is actually designed around doing this sort of thing.
