Blocking TempDB: (15ms)PAGELATCH_UP:tempdb:8(PFS)

    From what I've been learning in my reluctant dba-dom on this contract, tempdb files equaling the count of processors/cores is in line with best practices.

    Not really. On larger servers it's overkill usually. I like to start with 1/4 the number of cores (no more than 8) and that's assuming I've seen allocation contention and then increase as necessary.

    It's one of those areas where everyone has their own 'best practice' and they usually don't agree with each other.
