It is funny that 'EXTERNAL ACCESS" or "UNSAFE" is also needed with"TRUSTWORTHY". Unusual combination.

Indeed. I think that sometimes the choices of setting names is strange.
But anything that has to be allowed unlimited access to the whole system as it likes and can invoke unmanaged code in that privileged context has to be regarded as UNSAFE, while EXTERNAL_ACCESS just means "this thing can have limited external access". Nothing really strange here.
