I have a Standard Edition SP4 SQL Server And I would like to put BIDS on it, I should only have to load the SQL CD an run the install component correct.

Yes, just follow the installation media and select the right options for what you want to install.

A reboot shouldn't be required ?

Technically no, but as its Visual Studio, it might need a reboot to register some components in the GAC.
