SQL Server 7 - CAL question for Web Hosting

  I have a small web hosting company, I have been using MS Access for eCommerce sites. Recently I was asked if I offer SQL/Server, so I went ahead & purchased SQL/Server 7 for 20 CAL.

  Does 20 CAL means only 20 clients/20 web sites can use the database? What about concurrent users who are accessing the web site with SQL Server on the backend, do I have to be concerned about the number of concurrent users accessing each web site too? If yes, How am I suppose to know the number of users who are accessing SQL servrer database on the www?

  My understanding that since I have 20 CAL, only 20 web sites can have access to SQL Server database..

  Any input/advise is greatly appreciated.
