product version is 9.00.3080, so SP2 has been applied
another weird thing is it lists a database with ID 33, there is no such in sys.databases (last one being 32)

the way I eliminated(almost) locking problems on my former job was with data collector
setup a MDW and 2 tsql generic collectors

you would need to install another instance with the web edition and migrate the DB, either through backups (best option) or however you feel like...

i dunno, but this kinda sounds like a bad idea.
i have previously rebuilded the master database to change server collation and it went through painlessly in no time.

my guess would be windows UAC is screwing with you.
try disabling it?
